FSI scholars approach their research on the environment from regulatory, economic and societal angles. The Center on Food Security and the Environment weighs the connection between climate change and agriculture; the impact of biofuel expansion on land and food supply; how to increase crop yields without expanding agricultural lands; and the trends in aquaculture. FSE’s research spans the globe – from the potential of smallholder irrigation to reduce hunger and improve development in sub-Saharan Africa to the devastation of drought on Iowa farms. David Lobell, a senior fellow at FSI and a recipient of a MacArthur “genius” grant, has looked at the impacts of increasing wheat and corn crops in Africa, South Asia, Mexico and the United States; and has studied the effects of extreme heat on the world’s staple crops.

The United States has a growing inventory of spent nuclear fuel from commercial power plants that continues to accumulate at reactor sites around the country.

In addition, the legacy waste from U.S. defense programs remains at Department of Energy sites around the country, mainly at Hanford, WA, Savannah River, SC, and at Idaho National Laboratory.

But now the U.S. nuclear waste storage program is “frozen in place”, according to Rod Ewing, Frank Stanton professor in nuclear security at Stanford’s Center for International Security and Cooperation.

“The processing and handling of waste is slow to stopped and in this environment the pressure has become very great to do something.”

Currently, more than seventy thousand metric tons of spent nuclear fuel from civilian reactors is sitting in temporary aboveground storage facilities spread across 35 states, with many of the reactors that produced it shut down.  And U.S. taxpayers are paying the utilities billions of dollars to keep it there.

Meanwhile, the deep geologic repository where all that waste was supposed to go, in Yucca Mountain Nevada, is now permanently on hold, after strong resistance from Nevada residents and politicians led by U.S. Senator Harry Reid.

The Waste Isolation Pilot Plant in Carlsbad New Mexico, the world’s first geologic repository for transuranic waste, has been closed for over a year due to a release of radioactivity.

And other parts of the system, such as the vitrification plant at Hanford and the mixed oxide fuel plant at Savannah River , SC, are way behind schedule and over budget.

It’s a growing problem that’s unlikely to change this political season.

“The chances of dealing with it in the current Congress are pretty much nil, in my view,” said former U.S. Senator Jeff Bingaman (D-NM).

“We’re not going to see a solution to this problem this year or next year.”

The issue in Congress is generally divided along political lines, with Republicans wanting to move forward with the original plan to build a repository at Yucca Mountain, while Democrats support the recommendations of the Blue Ribbon Commission on America’s Nuclear Future to create a new organization to manage nuclear waste in the U.S. and start looking for a new repository location using an inclusive, consent-based process.

“One of the big worries that I have with momentum loss is loss of nuclear competency,” said David Clark, a Fellow at the Los Alamos National Laboratory.

“So we have a whole set of workers who have been trained, and have been working on these programs for a number of years. When you put a program on hold, people go find something else to do.”

Meanwhile, other countries are moving ahead with plans for their own repositories, with Finland and Sweden leading the pack, leaving the U.S. lagging behind.

So Ewing decided to convene a series of high-level conferences, where leading academics and nuclear experts from around the world can discuss the issues in a respectful environment with a diverse range of stakeholders – including former politicians and policy makers, scientists and representatives of Indian tribes and other effected communities.

“For many of these people and many of these constituencies, I’ve seen them argue at length, and it’s usually in a situation where a lot seems to be at stake and it’s very adversarial,” said Ewing.

“So by having the meeting at Stanford, we’ve all taken a deep breath, the program is frozen in place, nothing’s going to go anywhere tomorrow, we have the opportunity to sit and discuss things. And I think that may help.”

Former Senator Bingaman said he hoped the multidisciplinary meetings, known at the “Reset of Nuclear Waste Management Strategy and Policy Series”, would help spur progress on this pressing problem.

“There is a high level of frustration by people who are trying to find a solution to this problem of nuclear waste, and there’s no question that the actions that we’ve taken thus far have not gotten us very far,” Bingaman said.

“I think that’s why this conference that is occurring is a good thing, trying to think through what are the problems that got us into the mess we’re in, and how do we avoid them in the future.”

The latest conference, held earlier this month, considered the question of how to structure a new nuclear waste management organization in the U.S.

Speakers from Sweden, Canada and France brought an international perspective and provided lessons learned from their countries nuclear waste storage programs.

“The other…major programs, France, Switzerland, United Kingdom, Canada, they all reached a crisis point, not too different from our own,” said Ewing.

“And at this crisis point they had to reevaluate how they would go forward. They each chose a slightly different path, but having thought about it, and having selected a new path, one can also observe that their programs are moving forward.”

France has chosen to adopt a closed nuclear cycle to recycle spent fuel and reuse it to generate more electricity.

“It means that the amount of waste that we have to dispose of is only four percent of the total volume of spent nuclear fuel which comes out of the reactor,” said Christophe Poinssot of the French Atomic and Alternative Energy Commission.

“We also reduce the toxicity because…we are removing the plutonium. And finally, we are conditioning the final waste under the form of nuclear glass, the lifetime of which is very long, in the range of a million years in repository conditions.”

Clark said that Stanford was the perfect place to convene a multidisciplinary group of thought leaders in the field who could have a real impact on the future of nuclear waste storage policy.

“The beauty of a conference like this, and holding it at a place like Stanford University and CISAC, is that all the right people are here,” he said.

“All the people who are here have the ability to influence, through some level of authority and scholarship, and they’ll be able to take the ideas that they’ve heard back to their different offices and different organizations.  I think it will make a difference, and I’m really happy to be part of it.”

Ewing said it was also important to include students in the conversation.

“There’s a next generation of researchers coming online, and I want to save them the time that it took me to realize what the problems are,” Ewing said.

“By mixing students into this meeting, letting them interact with all the parties, including the distinguished scientists and engineers, I’m hoping it speeds up the process.”

Professor Ewing is already planning his next conference, next March, which will focus on the consent-based process that will be used to identify a new location within the U.S. for a repository.

Both Southern California and Israel suffered disastrous wildfires this year.

In January, the Palisades and Eaton fires in Los Angeles killed 29 people and destroyed thousands of buildings, spurring a United Nations report titled “Once-in-a-generation events now happen frequently.”

In late April, a huge wildfire in central Israel threatened Jerusalem, caused nearby towns to evacuate and led to a national emergency.

The fires are just one example of the devastating effects of climate change experienced by California and Israel, said Alon Tal, an environmental scholar, former Knesset member and part of the Visiting Fellows in Israel Studies program at Stanford University’s Center on Democracy, Development and the Rule of Law, which co-hosted the conference.

Congratulations to Liza Goldberg, a graduate of CDDRL's 2023-24 Fisher Family Honors Program, on her selection as a 2025 Knight-Hennessy Scholar. Knight-Hennessy Scholars cultivates and supports a multidisciplinary and multicultural community of graduate students from across Stanford University and delivers engaging experiences that prepare graduates to be visionary, courageous, and collaborative leaders who address complex challenges facing the world.

Originally from Columbia, Maryland, Liza “is pursuing a PhD in Earth System Science at Stanford’s Doerr School of Sustainability. She received a bachelor’s degree in Earth Systems at Stanford University and a master’s degree in climate change and planetary health at the London School of Hygiene and Tropical Medicine. Liza pairs satellite remote sensing and qualitative analysis to build climate change resilience in settings of poverty and humanitarian emergencies, especially across South Asia. She has worked as an earth scientist at NASA since age 14 and has presented her published research worldwide. As a National Geographic Explorer, Liza founded and directs a global initiative to build remote sensing capacity in low-resource institutions across climate front lines. She leads an international team leveraging space technology to monitor the Rohingya refugee crisis and preserve multigenerational refugee histories.”

Liza is a Marshall Scholar, a Google Developer Expert, and a Sigma Squared Fellow. In 2024, she was inducted into the academic honors society Phi Beta Kappa.

At CDDRL, Liza received the Firestone Medal for Excellence in Undergraduate Research for her honors thesis, “The Psychology of Adolescent Poverty Under Climate Change: Evidence from Bangladesh,” based on extensive fieldwork and groundbreaking research into gender and climate adaptation. When asked what initially attracted her to the Fisher Family Honors Program, she shared at the time: “I am excited to have the opportunity to formally cross my interests in climate science and development policy through this program. I have also been very fortunate to receive extensive mentorship from my two CDDRL advisors throughout my time at Stanford, and I very much look forward to continuing to work together, as well as with the entire outstanding CDDRL faculty group, throughout the course of writing my thesis.”

Regarding her future aspirations post-Stanford, Liza shared upon her acceptance into the Fisher Family Honors Program, "I seek to dedicate my education and career to applying groundbreaking satellite technology in aiding climate adaptation across low- and middle-income nations."

We present results from a randomized controlled trial in Bangladesh that introduced operational practices to improve energy efficiency and reduce emissions in 276 “zigzag” brick kilns. Of all intervention kilns, 65% adopted the improved practices. Treatment assignment reduced energy use by 10.5% (P-value <0.001) and decreased CO2 and PM2.5 emissions by 171 and 0.45 metric tons, respectively, per kiln per year. Valuing the CO2 reductions using a social cost of carbon of 185 USD per metric ton, we find that the social benefits outweigh costs by a factor of 65 to 1. The intervention, which required no new capital investment, also decreased fuel costs and increased brick quality. Our results demonstrate the potential for privately profitable, as well as publicly beneficial, improvements to address environmental problems in informal industries.

As the global climate crisis accelerates, cities around the world are grappling with an increasingly urgent question: how can local governments protect communities, infrastructure, and ecosystems from the rising tide of environmental disruption? This May, Stanford University will bring that question to the forefront with a landmark event examining how two dynamic and diverse cities — Los Angeles and Tel Aviv-Yafo — are responding to the climate challenge from the ground up.

Taking place May 29–30, 2025, and hosted by the Visiting Fellows in Israel Studies program at the Center on Democracy, Development and the Rule of Law (CDDRL) and the Environmental Social Sciences department at Stanford’s Doerr School of Sustainability, Climate Resilience and Local Governmental Policy: Lessons from Los Angeles and Tel Aviv will be the largest academic conference ever held on Israel’s climate policy. The two-day event will convene experts from both cities to explore how local institutions are building equitable, sustainable, and adaptive systems to confront growing environmental risks.

A Pivotal Moment for Climate Policy


In early May, Israel faced its second major wildfire in a month, as flames tore through the woodlands around Jerusalem, forcing the shutdown of the central region and the cancellation of Independence Day celebrations. Conference Chair, Professor Alon Tal, Visiting Fellow in Israel Studies and a leading environmental advocate, explained that once a rare occurrence, such fires have become far more frequent, reflecting a broader international pattern.

“In the past, fires of this magnitude maybe happened once a decade,” Tal noted. “But like California, Israel’s fire service now reports a tripling of high-risk fire days — ultra-dry conditions paired with high winds. This is an international phenomenon. This past year, Canadian fires destroyed 45 million acres of woodlands — seven times the annual average. Israel has received a wake-up call about the impacts of the climate crisis.”

Across two days of programming, the conference will bring together 25 Israeli experts to discuss potential solutions alongside colleagues from Los Angeles and California. “This is not just a policy conversation. This is about how we prepare our communities for an uncertain future,” Tal said. “Both Los Angeles and Tel Aviv are confronting real environmental risks, but they also have the innovation ecosystems and civic infrastructure needed to respond creatively. We have a lot to learn from studying them side by side.”

Comparing Los Angeles and Tel Aviv offers scholars and policymakers unique insights, Tal believes. “These are two of the most creative cities in the world. They both have thriving tech sectors and liberal city governments with resources and professional expertise. At the same time, they face comparable challenges: they are both dryland cities on rising coastlines, where heat waves are becoming more treacherous. Bringing their top experts together at Stanford has tremendous merit.”

Tal emphasized that local governments are increasingly bearing the burden of climate adaptation, especially in societies marked by inequality and demographic complexity. “The changing climate brings new challenges that cities need to be ready for. And they aren’t,” he said. “Most people live in cities — they need the tools (and the budget) to reduce new risks. The LA fires have left enormous human suffering in their wake, just like the climate-driven floods in New Orleans, Houston, and New York City did. So, the question is: what steps should cities take proactively to avert disasters and maintain stability?”

While Tal emphasized the immediate environmental threats, Larry Diamond, Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI) and director of the Visiting Fellows in Israel Studies program, framed the discussion within a broader governance context. “It is often said that ‘all politics is local,’ and there is a policy corollary to that. While we need national policies and international coordination to reduce fossil fuel emissions and accelerate the transition to renewable energy, the challenges of climate adaptation and resilience are also deeply local and must be met at that level. This is a great opportunity for all of us to learn from two cities on the front lines of the challenge in our respective countries — Tel Aviv and Los Angeles.”

A Vision for Collaborative Learning


The event also reflects the broader goals of Stanford’s Visiting Fellows in Israel Studies program, launched in 2023 to foster cross-disciplinary analysis of Israel and its unique position as a regional influence and geopolitical actor. The program appoints an Israel-based scholar to serve as a visiting fellow at FSI for a recurring three-year term. The fellow will teach courses related to some aspect of Israel’s politics, society, economy, modern history, technological development, and/or regional or international relations, as well as advise students and collaborate with faculty interested in Israel and the Middle East.

Diamond emphasized the significance of the conference in fulfilling the program’s mission. “One of our key goals in the Israel Studies Program is to engage scholars, policymakers, and civil society leaders in Israel, not only individually but collectively based on their expertise. And we seek to promote functional and scholarly interaction and mutual learning. This conference is a historic opportunity to advance this mission in the realm of climate resilience.”

Tal also highlighted the significance of hosting the conference at Stanford. “Stanford has become the world’s leading academic center for researching critical ecological problems like biodiversity and climate change. The Doerr School of Sustainability and the involvement of Nobel laureate Steven Chu as a keynote speaker make this an unparalleled opportunity for collaboration.”

Building a Lasting Impact


Tal hopes the conference will catalyze new approaches to addressing climate impacts. “It’s clear that new environmental conditions require new strategies and technologies. Seeing practical solutions firsthand is crucial, but they don’t matter without policies that enable cities to step up their climate mitigation game. Success stories need to be shared.”

The conference outcomes will be documented in a special issue of the academic journal Sustainability, ensuring that insights resonate beyond the event itself. “By focusing on urban policies and highlighting both successes and failures, we aim to chart pathways for cities to live with global warming while mitigating emissions to address the root causes,” Tal said.

Diamond further expressed his hopes for the conference’s impact. “We hope participants will not only take away specific ideas and strategies from the two cities and countries but also connections that can be of mutual practical value going forward. We want to underscore that Israel and California, with their similar climates and start-up cultures, have a particularly rich set of possibilities for collaboration and mutual learning.”

In an era of disruptive global challenges, from climate crises to pandemics, understanding the drivers of drastic policy innovation is paramount. This study defines drastic policy innovation as a significant shift in governmental priorities through policies untried by most jurisdictions in a country. While policy entrepreneurs are often credited with initiating change, this study argues that political will is essential for enacting and implementing such innovative policies. Political will is defined as the degree of commitment among key decision makers to enact and implement specific policies. It is characterized by three key components: authority (the power to enact and enforce policy), capacity (the resources to implement it effectively), and legitimacy (the perceived rightfulness of actions by stakeholders). Through the case of low-carbon city experimentation in China, this study examines how political will drives the adoption and implementation of these policies. The findings reveal that a high level of political will is significantly linked to more drastically innovative policies being enacted and implemented and that when political will is institutionalized, implementation continues despite leadership turnover. These insights likely apply to other policy contexts and countries, regardless of regime type, albeit with some caveats.

For millennia, land has been a symbol of wealth and privilege. But the true power of land ownership is even greater than we might think. Who owns the land determines whether a society will be equal or unequal, whether it will develop or decline, and whether it will safeguard or sacrifice its environment. Modern history has been defined by land reallocation on a massive scale. From the 1500s on, European colonial powers and new nation-states shifted indigenous lands into the hands of settlers. The 1900s brought new waves of land appropriation, from Soviet and Maoist collectivization to initiatives turning large estates over to family farmers. The shuffle continues today as governments vie for power and prosperity by choosing who should get land. Drawing on a career’s worth of original research and on-the-ground fieldwork, Land Power shows that choices about who owns the land have locked in poverty, sexism, racism, and climate crisis—and that what we do with the land today can change our collective fate.

ABOUT THE SPEAKER

Michael Albertus is a Professor of Political Science at the University of Chicago and the author of five books. His research examines democracy and dictatorship, inequality and redistribution, property rights, and civil conflict. His newest book, Land Power: Who Has It, Who Doesn't, and How That Determines the Fate of Societies, was published by Basic Books in January 2025. In addition to his books, Albertus is also the author of nearly 30 peer-reviewed journal articles, including at flagship journals like the American Journal of Political Science, Journal of Politics, and World Politics. The defining features of Albertus' work are his engagement with big questions and puzzles and the ability to join big data and cutting-edge research methods with original, deep on-the-ground fieldwork everywhere from government offices to archives and farm fields. He has conducted fieldwork throughout the Americas, southern Europe, South Africa, and elsewhere. His books and articles have won numerous awards and shifted conventional understandings of democracy, authoritarianism, and the consequences of how humans occupy and relate to the land.

This talk will examine how technology can amplify deliberative democracy to foster a more informed and engaged society. Drawing on findings from two nationally representative online Deliberative Polls called America in One Room, the talk will demonstrate how online deliberation is alleviating polarization and producing lasting effects with hopes for a more deliberative society. The talk will also explore how the AI-assisted Stanford Online Deliberation Platform, which has logged over 100,000 deliberation hours in over 35 countries and 25 languages, has been used to facilitate high-quality, structured discussions on complex issues, including democratic reform and the implications of generative AI and metaverse governance. By integrating insights from research and practice, the session will demonstrate how deliberation can empower voters, improve decision-making, and counteract the polarization threatening democracy.
